Counselling for durg addicts and needle exchange.

Primarily meaning of NEP is that potentially infected used syringes and needles removed from circulation and for IDUs provided easy access to the sterile injection equipment.

Additional advantage of the NEPs is also that creates favorable conditions for establishing contact between health services providers and IDUs which allows carrying out of counseling on change risk behavior, provide informational materials and carry out of skills building trainings on health care among IDUs.

Convictus NEP guarantees for all clients confidentiality and anonymity. NEP provides services regardless of somatic or mental condition of client (including HIV-positive diagnosis, active drug using, etc.).

Statsionary needle exchange point is open everyday from 10 am to 22 pm. In the stationary site work specialists who have psychological, social and medcial knowledge. Services are provided both in Estonian na Russian language.

In stationary site the following services are provided:
  • Necessary equipment for injecting (synergies, disinfected materials, sterile wipes, injecting liquid) and condoms.

  • Counseling for drug users in the following questions: HIV/AIDS, STDs, hepatices, tuberculoses, harm reduction and safe sex.

  • Counseling for drug addicts close ones.

  • Information and referrals to rehabilitation centers, treatment establishments and to other organizations that provide services to HIV-positive people and drug addicts.

  • Handing out preventive and informational materials.


The aims of outreach team are involve IDUs to harm reduction programs, provide information and consultations and sterile injecting equipment to those who do not have access to stationary NEP.
